Shaping Capital Markets for Impact in Europe

Europe has the capital needed to fund impact and innovation - however, this funding is insufficiently mobilised at this point in time. "Shaping Capital Markets for Impact in Europe" is a new position paper from Impact Europe. 

It grew out of the organisation's Impact Fund Model 2.0 Working Group, which ran five structured working sessions and drew on eleven practitioner interviews with fund managers, limited partners and foundations across Europe. Those interviews fed a consolidated response into the European Commission's March 2026 consultation on venture and growth capital reform, with further input gathered at the Impact Days conference in Brussels and through desk research. When the consultation closed, the Working Group kept going. The harder questions it had raised about risk pricing, ownership and incentives sat outside what regulatory reform alone could fix.

The whole case turns on one number. Only about 3% of eligible European capital is put to work intentionally for measurable social and environmental outcomes. Impact Europe thinks that could hit 10% by 2030, which would unlock hundreds of billions for the climate, health and deep-tech ventures Europe keeps saying it wants. 

So why hasn't it happened? Because the money is not yet mobilized. It sits in pension funds that touch venture barely at all, behind borders that make raising a fund a country-by-country slog, inside ten-year structures that force a sale long before the value is real. The paper names the traps, then shows the escape routes that already exist and just need to scale. Filled with recommendations, it has a wealth of knowledge to unpack.
